Application & Awards Process

The 2008-2009 RFP process is scheduled for late October – early November.  Your organization will be notified of the RFP if you submitted a Letter of Intent for the 2007-2008 grant process. 

It is anticipated at this time that the RFP will be submitted in a cross-platform database file or online system.  Those interested in applying for the grant will be required to attend an informational workshop on how to best complete the RFP application.

Ø      About the Community Capacity Building Grant

The purpose of the Community Action Partnership Capacity Building Grant is to build and enhance the capacity of Sonoma County faith-based organizations (FBOs) and community-based organizations (CBOs) to better serve their clients. The CCBG grant will assist these organizations in increasing their effectiveness and enhancing their ability to provide social services through Subawards, Group Training and individual Technical Assistance.

The capacity grant activity areas are:

§         Leadership Development

§         Organizational Development

§         Program Development

§         Revenue Development

§         Community Engagement

Ø      Capacity Building Focus Populations

Your organization must be seeking to build its ability to provide services to the following populations:

§         The Homeless

§         Seniors

§         At-Risk-Youth – Those facing the risk of gang influence

§         Families in Transition – From welfare to work

§         At-Risk Children Ages 0-5 – Involved with one of the above populations

§         Populations Needing Intensive Rehabilitation – Addicts, Prisoners

Ø      Eligibility

Your organization must meet the following conditions for application:

1.                   Sonoma County Faith Based or Community Based Organizations

2.                   Your organization has NOT previously received a grant from the Federal government

3.                   Your organization is NOT required to hold a 501c3 status

Ø      Grant Restrictions

§         Funds may not be used for direct services

§         Funds may not be used to support “inherently religious” activities or practices such as workshop, prayer, proselytizing, nor can they be used to purchase any religious or scriptural materials

§         Organizations that discriminate on the basis of race, creed, color or sexual orientation will not be considered

Ø      RFP & Funding Process

Notice for the 2008-2009 RFP will be announced in November 2008. If you have applied for the capacity grant in the past – you should be on our notification list. The capacity grant section of the Community Action Partnership website will be updated periodically to keep you current on submission deadlines and other important due dates.

If you are interested in applying for the 2009 grant – the following steps will be performed:

(Note these links will not be operational until November 1, 2008)

1.                   Complete and submit Letter of Intent by November 1, 2008 – LOI_2009.pdf.

2.                   Attend one (1) RFP Information Workshop.

3.                   Submit completed RFP by November 30, 2008.

4.                   Grant Selection Committee will meet the 2nd-3rd week of December 2008 to make final award decisions.

5.                   If you are funded with a Subaward you will be required to perform the following:

a.       Participate in a capacity assessment site visit by CCBG staff and complete the Organizational Capacity Assessment form.

b.       Complete and submit the Customized Action Plan form prior to reimbursement requests.

c.       Follow guidelines for the Reimbursement of Expenditures.

d.       Submit 3 quarterly reports to the CCBG staff.

6.                   If you are NOT funded with a Subaward – your organization will still be eligible to participate in the grant training program and/or technical assistance.
