1700 YULUPA (Tamayo House)

SUPPORTIVE AFFORDABLE HOUSING FOR FORMER FOSTER YOUTH

Collaborative Partners:

Community Action Partnership of Sonoma County, Social Advocates for Youth (SAY), and Burbank Housing Development Corporation (BHDC)

 

Background: Youth who are graduating from the Foster Youth system face a host of challenges. They are at increased risk of homeless, exposure to substance abuse, often lack vocational or educational credentials, and have little or no support system of relatives and mentors to help them make the transition to full, self-sufficient adulthood, unlike many other of their peers who have a network of friends and family to assist them.

Goal: 1700 Yulupa (Ranch House) will create 22 units (26 beds) of affordable housing for former foster youth who have “aged out” of the foster care system, but who need stable housing and supportive services to successfully make the transition to self-sufficiency and full and mature adulthood.

The Facility: Located at 1700 Yulupa, a former assisted living facility, is ideally configured to provide this kind of program. Youth will have their own rooms, with shared bathrooms and kitchen, not unlike a college dormitory. Utilities, furnishings, linen, and food will be provided free.

24-hour oversight and security coverage is ensured. There will be two on-site managers and one case manager. The Santa Rosa Police Department, and neighbors, will be provided with a 24-hour phone number to call in an emergency.

The Population: Youth who have “aged out” of the foster care system, either at the age of 18 or upon graduation from high school. Many are formerly homeless youth, who are challenged by physical or mental disabilities but are capable of independent living with supportive services. Some youth will be enrolled in work-study programs.

NOT INCLUDED: Youth with a criminal history of violent crimes and/or assault, or repeated convictions and incarcerations.

The building will be a clean and sober facility. Drug testing will occur if behavior leads to suspicions, in order to create a treatment program and support for sobriety. House Rules will be enforced regarding such issues as cleanliness, quiet hours, inter-personal relations, cooking, parking, etc.

In this collaboration, CAPSC is acting as the co-housing developer, and will assume property management upon project start-up. SAY will take responsibility for all day-to-day operations of the facility, including recruitment and assessment of clients, case management services, supportive services provision, enforcement of House Rules, and day-to-day maintenance and janitorial. BHDC is the co-developer and will oversee the rehabilitation of the structure prior to rent-up

S.A.Y. SERVICES FOR FOSTER YOUTH

Full Case Management Services: Case Managers will create an Individual Service Plan in conjunction with the youth. First, the issues that prevent self-sufficiency will be identified, and a plan to immediately address those problems with available resources will be implemented. Second, a long-term plan to prepare the youth for adulthood and self-sufficiency will be put into place. Lastly, the goal of eventual outplacement, attainment of permanent affordable housing, and participation in educational, employment, or other outcomes will be achieved. Additional services to this population will include: Youth Employment Services (for vocational training): Homeless Outreach Services (to recruit program participants: Opportunities Now: This program targets adolescents and young adults (14 to 22) who are at risk of failing school or who have dropped out of school. Medi-Cal Clinic: S.A.Y. is a licensed Medi-Cal clinic. YouthBuild: A CAPSC program of construction training for young adults.

The Population: Start-up expenses will come to $175,000, including supportive services, pre-development costs and furnishings. United Way of SML has already committed a very generous $100,000.
